Don't the turbos do the same thing, only they use exhaust gas pressure? The engine has to work hard to get the exhaust past the turbine blades which uses horsepower, just like the belts on SC's. (aka Turbo Lag) Once the turbine/compressor gets up to speed, the hp loss due to the exhaust gas restriction is overridden by the gains from the positive boost. There might be a few semantical corrections needed, but that's the general principle IIRC.
